Community Development

The Spalding County Community Development is responsible for developing long and short-range plans to guide the growth of unincorporated Spalding County and the administration of regulations that implement these plans for growth.

Planning Functions:  The Spalding County Comprehensive Plan is the central document used as a guide for the overall development of the unincorporated Spalding County, providing goals and policy objectives for housing, economic development, natural and historic resources, community facilities, utilities, transportation, land use, and the Capital Improvement Element, and Community Work Program for the imposition of impact fees. Additionally, the Department maintains a database of development and demographic statistics and produces plans, studies and procedures that guide the development of the county, addressing issues of public facilities and services, environmental quality, and ensuring a safe, healthy environment.

Zoning Functions:  Development in the unincorporated Spalding County is regulated by the zoning functions of the Department primarily through the Spalding County Zoning Ordinance. The Zoning Ordinance contains the zoning districts allowed in the unincorporated area of the county. Each district lists the permitted and zoning functions that are allowed and the minimum dimensional requirements such as lot size and width and setbacks among other requirements.

Applications for rezoning, variances, preliminary plats, final plats, and site plans are submitted to the Community Development Department. These applications are distributed to other county departments for comments and scheduled for public hearings if applicable. The Department also administers the Spalding County Sign Ordinance and portions of the Spalding County Code.

Licensing

The Community Development Office is available to assist those persons interested in establishing and conducting a business in unincorporated Spalding County. Unincorporated Spalding County includes those areas lying outside the municipal boundaries of the cities located in Spalding County. You may apply at the Community Development Office in Griffin, Georgia. Hours of operation are Monday – Friday, 8:00am to 5:00pm. Businesses located in the municipalities must obtain Business Occupational Tax Certificates from the city where the business is located.

A separate license/certificate is required for each service or separate location of business. Any person, including but not limited to an individual, partnership, corporation or limited liability company (with proof of corporation), who wishes to conduct either directly or indirectly, any business within Unincorporated Spalding County must secure a business license.

All businesses require our Zoning approval, while regulated businesses will require additional approvals (Fire, Building, Environmental Health, Agriculture, Planning/Development, etc.) prior to obtaining the business license.

The Community Development Office issues Business Licenses (to home and commercial based businesses) and Alcohol Licenses. This Office conducts business license inspections; issues citations to business owners operating without a license and attends court hearing for code violation. This office works closely with other county agencies to insure businesses are operated legally.
